Fuel tanks

Trying to minimize condensation, does it matter if fuel tanks are topped off or down under half?

That was always what I was told. A gentleman that I was chatting with had made the comment it was better to leave them low, thanks.

As I understand, the larger the air space, the more moisture it can hold to condense. Around here the humidity is always high so we try to keep everything full.
